Although the new academic year is just beginning, our expert activities do not rest even during the holidays.
At the international Conference on Voluntary Governance: The Constitutional Experiment, organized by the Center for Governance and Markets at the University of Pittsburgh, our colleague Dr. Pavel Kuchař gave a presentation titled Interoperability as Constitutional Design.
In his presentation, he focused on the idea that effective cooperation between systems and institutions cannot be built solely on technical compatibility. Institutional interoperability—of rules, procedures, and ways of thinking across different domains from law and labor organization to shared knowledge systems—is equally essential. According to him, this is key to both international cooperation and the governance of complex societies or networks.
These seemingly abstract topics have very practical implications. Whether it's the functioning of digital platforms, international trade relations, or the creation of rules in environments where there is no “single overarching authority.”
